Development of the 2025 Coachella Valley Regional Urban Water Management Plan

California’s Urban Water Management Planning Act (Act) requires urban water suppliers in the state to adopt a Regional Urban Water Management Plan (UWMP) every five years. The UWMP includes:

• A forecast of a supplier’s water demands and available supplies for the next 20 years
• An assessment of the reliability of those supplies during drought
• The programs a water supplier has in place to encourage water use efficiency
• Actions that suppliers could take to reduce demands in times of constrained supply

The 2025 Coachella Valley Regional Urban Water Management Plan (Regional UWMP) was prepared by the six urban water suppliers in the Coachella Valley. The 2025 Regional UWMP meets each agency’s obligations under the UWMP Act, and demonstrates a collaborative approach to managing regional water resources while encouraging water use efficiency. The 2025 Regional UWMP includes both regional chapters and individual agency chapters and has been adopted by each agency. Resolutions of adoption are included as an appendix of the report.
